The approval allows its local entity <strong>to arrange investment deals<\/strong> and provide custody services connected with tokenized securities. Although certain investor rights depend on the terms of each offering\n  <\/p>\n\n  <p>\n    There are also regulatory limits. The <a href=\"https:\/\/www.adgm.com\/public-registers\/fsra\/firms\/financial-firms\/onchain-marketplace-ltd-220165\" target=\"_blank\" rel=\"noopener noreferrer\">ADGM public register<\/a> says Coinbase\u2019s entity cannot arrange investment deals <strong>for retail clients<\/strong>, its retail custody permission is narrowly limited. The approval is therefore an important step for regulated tokenization, but not a general retail launch.\n  <\/p>\n<\/section>\n\n<section class=\"ecl-ai-section\" id=\"bank-of-england-tests-stablecoin-and-digital-pound-interoperability\">\n  <h2>Bank of England Tests Stablecoin and Digital Pound Interoperability<\/h2>\n\n  <p>\n    On August 12, <a href=\"https:\/\/www.coindesk.com\/business\/2026\/08\/12\/bank-of-england-to-test-stablecoin-digital-currency-use-in-cross-border-finance\" target=\"_blank\" rel=\"noopener noreferrer\">CoinDesk reported<\/a> on a Bank of England initiative examining how stablecoins could work alongside a potential digital pound in cross-border trade finance. One proposed flow would allow an exporter to receive financing through stablecoin infrastructure while a UK importer settles the transaction in digital pounds.\n  <\/p>\n\n  <p>\n    NOBO Finance is working with Dun &amp; Bradstreet on the project, while Polygon provides blockchain infrastructure. The group is also testing a reusable credit profile intended to make financing easier for smaller businesses.\n  <\/p>\n\n  <p>\n    The distinction is important, the <a href=\"https:\/\/www.bankofengland.co.uk\/the-digital-pound\/lab\" target=\"_blank\" rel=\"noopener noreferrer\">Digital Pound Lab<\/a> is a simulated environment with no real customers or real-money payments. The Bank has also made clear that no decision has been taken to issue a digital pound. The experiment instead tests whether private digital money and central-bank money could operate within the same payment process.\n  <\/p>\n<\/section>\n\n<section class=\"ecl-ai-section\" id=\"teraswitch-outage-pushes-solana-close-to-finality-threshold\">\n  <h2>TeraSwitch Outage Pushes Solana Close to Finality Threshold<\/h2>\n\n  <p>\n    On August 12, <a href=\"https:\/\/forklog.com\/en\/solana-nears-transaction-finalization-halt-due-to-teraswitch-outage\/\" target=\"_blank\" rel=\"noopener noreferrer\">a routing failure at infrastructure provider TeraSwitch<\/a> temporarily took validators responsible <strong>for 28.83% of staked SOL<\/strong> offline. Solana <strong>would stop finalizing transactions<\/strong> if delinquent stake <strong>reached 33.34%.<\/strong> About 90 validators were affected, leaving the network only several percentage points below that threshold.\n  <\/p>\n\n  <div class=\"ecl-x-widget\">\n    <blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">1\/ Solana got 86% of the way to a halt this morning and it barely registered anywhere.<br>28.83% of staked SOL went delinquent. The network did not halt, and validators returned after routing recovered.\n  <\/p>\n\n  <p>\n    <a href=\"https:\/\/www.teraswitchstatus.com\/incidents\/kwg2ffkjg5q1\" target=\"_blank\" rel=\"noopener noreferrer\">TeraSwitch\u2019s incident report<\/a> traced the outage to a malformed route originating from its Miami infrastructure that spread into its European and Asia-Pacific network. Service was restored after engineers removed the problematic route.\n  <\/p>\n\n  <p>\n    Solana remained operational, but the episode <strong>exposed a risk <\/strong>below the blockchain protocol itself. A distributed validator set can still depend heavily on the same connectivity provider. That makes network-provider diversity and working failover systems a big part of blockchain resilience that cannot be overlooked.\n  <\/p>\n<\/section>\n\n<section class=\"ecl-ai-section\" id=\"anchorpoint-starts-institutional-rollout-of-hkdap\">\n  <h2>Anchorpoint Starts Institutional Rollout of HKDAP<\/h2>\n\n  <p>\n    On August 12, <a href=\"https:\/\/group.hashkey.com\/en\/anchorpoint-and-hashkey-exchange-partner-on-hkdap-beta-access\/\" target=\"_blank\" rel=\"noopener noreferrer\">Anchorpoint and HashKey Exchange<\/a> began Beta Access for HKDAP, Anchorpoint\u2019s <strong>Hong Kong dollar stablecoin<\/strong>. Eligible institutions and professional investors can now access HKDAP through HashKey, which has joined the project as an authorised distributor. The <a href=\"https:\/\/www.hkma.gov.hk\/eng\/news-and-media\/press-releases\/2026\/04\/20260410-4\/\" target=\"_blank\" rel=\"noopener noreferrer\">Hong Kong Monetary Authority<\/a> granted Anchorpoint one of Hong Kong\u2019s first two stablecoin issuer licences on April 10. In May, Anchorpoint and OSL completed HKDAP test transfers on Ethereum, with all tokens used in the test later redeemed.\n  <\/p>\n\n  <p>\n    The important change is that HKDAP has moved beyond licensing and testing into <strong>limited institutional distribution<\/strong>. Retail access is not available during the beta stage. <a href=\"https:\/\/anchorpoint.hk\/faqs\/\" target=\"_blank\" rel=\"noopener noreferrer\">Anchorpoint says<\/a> a broader launch, including retail users, is tentatively planned for the beginning of the fourth quarter, subject to operational readiness.\n  <\/p>\n<\/section>\n\n<section class=\"ecl-ai-section\" id=\"wintermute-plans-1-billion-investment-to-expand-beyond-crypto\">\n  <h2>Wintermute Plans $1 Billion Investment to Expand Beyond Crypto<\/h2>\n\n  <p>\n    <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-08-12\/wintermute-plans-1-billion-ai-investment-to-compete-on-wall-street\" target=\"_blank\" rel=\"noopener noreferrer\">Wintermute plans to invest<\/a> <strong>about $1 billion<\/strong> over five years in high-frequency trading systems and AI data-center infrastructure as it <strong>expands beyond crypto<\/strong>. The figure covers both areas rather than an AI-only budget. Wintermute wants non-crypto markets to generate more than 50% of revenue by the end of 2027, compared with about 10% now. Its average daily trading volume has fallen to roughly $10 billion this year from $15 billion in 2025.\n  <\/p>\n\n  <p>\n    The expansion already has a regulatory foundation. On August 6, <a href=\"https:\/\/www.wintermute.com\/insights\/news\/announcements\/wintermute-launches-u-s-broker-dealer-expanding-its-regulated-institutional-reach\" target=\"_blank\" rel=\"noopener noreferrer\">Wintermute announced<\/a> that its US affiliate had <strong>registered as a broker-dealer<\/strong> with the SEC and became a FINRA member. The registration allows proprietary trading in equities and options, as well as participation in exchange-traded products.\n  <\/p>\n\n  <p>\n    The planned spending therefore looks less like a standalone AI project and more like infrastructure for a broader trading business.
